What's an "HIN"?

A High-Injury Network (called an "HIN") is a set of defined corridors and intersections with the highest rate of severe and fatal traffic crashes. The 2023 Hayward Local Road Safety Plan (LRSP) identifies the City's High Injury Network as well as Safe Systems Approach strategies to eliminate serious and fatal traffic collisions. In Hayward, the High-Injury Network is primarily composed of the City's most traveled streets.

What's the Safe Systems Approach?

The Safe Systems Approach is a multi-disciplinary approach to roadway safety, incorporating the following principles:

  • Death and Serious Injuries are Unacceptable -- 33 people died in traffic crashes in Hayward between 2019-2024.

  • Humans Make Mistakes -- We should design streets where mistakes don't result in lost lives.

  • Humans are Vulnerable -- While 11% of all traffic crashes in Hayward involved people walking or biking, they made up 36% of all serious injuries or fatalities. For our project area, 46% of severe or fatal crashes involved people walking or biking.

  • Responsibility is Shared -- Everyone is responsible for safe streets, including government, businesses, and residents.

  • Safety is Proactive -- We shouldn't wait for crashes to occur before we improve roadway safety.

  • Redundancy is Crucial -- If we strengthen all parts of the transportation system, people will still be safe if one part fails.

The City of Hayward is committed to Vision Zero -- achieving zero fatal or serious injury collisions by 2050.

Through three rounds of outreach, we will together create designs for these three corridors that advance Vision Zero while uplifting the values and needs of the community.
